In 1997, the Strategic and Competitive Intelligence Professionals (SCIP) and The Conference Board's Council on Competitive Analysis published "Navigating through the Gray Zone" as a collection of corporate codes of conduct and ethical guidelines.  That publication stemmed from passage of the Economic Espionage Act (EEA) by the U.S. Congress in October 1996.  This publication builds upon that earlier title and, printing completely new content, attempts to help clarify what CI practitioners should do to ensure that they and others in their organizations follow legal and ethical practices when conducting competitive intelligence.  It includes recommendations and guidelines by experienced members of the CI community.
